created to be a political war machine and Hoover was really ****ing good at political warfare and getting around pesky things like the Constitution, the Supreme Court, Presidents, Attorney Generals, etc.

And much to Hoover's chagrin, he got sidelined to 'domestic' issues when the CIA was created. He wanted to control the US 'global' intelligence apparatus, but it was given to the CIA which led to an instant rivalry between the 2 agencies. (One of Hoover's major sticking points was that the CIA used communists as assets while he was trying to track down and get rid of all the communists in the US).

The lesson in all of this, is that information is power. Our reality is shaped by the story surrounding facts, not the facts themselves.
