If you take Perot out, Clinton likely picks up the 0.8. Clinton also enjoyed popular approval of 73% at one point. Hapless Don - only potus in modern times and since such things were tested - never had majority approval, not once. Even GOP fave whipping boy James Earl DID have majority support at one poing.
