Camp Peary/CIA is focused on human intelligence (HUMINT), DIA/NSA/NRO (I don't remember which and Space Force is involved in it now too) is signal intelligence (SIGINT). HUMINT isn't always conducted in legal ways, so they have to get a FISA warrant to get access to the SIGINT that gives them the 'evidence' they need to back up the HUMINT. Any electronic data that has location and time stamps, supposedly, can be accessed.
