Russians, trying to secure surrender terms that did not include unconditional surrender & war crimes, including the Emperor.
The US had broken the Japanese codes and knew that they wanted to surrender, but continued to hold out. Japan would have surrendered prior to dropping the bombs on Japan and likely on New Mexico if we had offered the Japanese the same deal in the month leading up to their surrender as we accepted later.
