I have posted the real answer about ten times. not going to waste my time on some of you any more. The movement started in the late 1960's with the Scoop Jackson wing of the Democrat party. This group voted primarily with the Republicans of the same mindset. Eventually it became an ideology in the state department pushed by any group that benefited by spending money on war. This is in both parties and I think that you look at the last name of the people in those state departments you will se something. Read the Wolfowitz Doctrine
