The Final Four didn't even exist as a thing until around 1978. It used to be that you had to be your conference champion to even participate in the tournament. The tournament didn't expand to 64 teams with a comparable structure of at large bids until the mid-1980s. He coached in a different era where you are trying to retroactively apply the benchmarks of today's success to a period when that wasn't applicable and the structure has changed considerably.
He didn't reach the Final Four because it was towards the end of his career that was even a thing and his focus which aligned with the focus of his era was to win his conference championship. Nobody strove to make Final Fours then.
Norm had a bad tourney loss in 1990. And bad but to lesser degree losses in 1983 and 1987. Otherwise he has a pretty good overall NCAA tournament resume.
