I've heard out of the mouths of military leaders in a long time. Do they not know the prevailing winds at that latitude blow west to east? Rostov, Volgagrad and many other Russian cities, not to mention the large Russian populations in eastern Ukraine would be severely affected by fallout. Even by tactical nukes.
