Unlike Hunter, he faced no criminal charge for his tax evasion - so that did not require a pardon.

But it does bring us full circle to my point that Stone did worse, but faced no criminal charge/conviction, whereas Hunter did for less severe tax evasion.

This really subverts your theory that Hunter got off easy.
