He said that in college he had done a paper on the history of the KKK. He said that there would be long periods where there was little or no violence from them, but then periodically there would be a sudden spike in cross burnings, hangings etc.
He studied the individuals who were known perpetrators and they were invariably mentally ill to borderline psychotic. He was intrigued by the question of why there were the clearly observed spikes in the violence despite the fact that the number of the mentally ill prone to violence was relatively stable from year to year and decade to decade.
His assertion was that government officials and others in power were in essence using them for political goals. When it was to the advantage of TPTB to intimidate people they would surreptitiously encourage the violence and let it be known that these individuals prone to it that they could act out their aggressions without consequences. Those in charge of law enforcement would look the other way when they were being aggressive &/or violent. If they were arrested the legal system was very lenient with them. Violence would spike during these periods.
When the need for intimidation had passed they would start tightening up the standards and became less lenient with those caught. During these periods the violence would diminish and go back to a low baseline, which might be no recorded violence at all.
In other words the crazies are always out there. When the political elite want to use them for their own benefit they let the dogs loose.
