evolved from the Biden admin unilaterally levying water cuts, to the states volunteering to do it, plus receiving over $1 billion in aid from the Biden Admin after months of negotiation.
1. Biden admin got played like a fiddle here. Imagine what's happening in international negotiations.
2. Why do states have to haggle for months over federal dollars? Did Ukraine haggle for their handouts. What is the US getting in return there?
