businesses and homes that were damaged by storms? They should maintain adequate insurance to cover their losses and not depend on taxpayer 'donations'.... The same with those who lose homes/businesses to wildfires.

Taxpayers don't pony up when a home or business is destroyed by a fire or water leak... why in a storm or wildfire?
