In the Missouri River valley the federal government's plan for anticipated massive spring runoff from Rocky Mountain snowmelt was to allow upstream reservoirs to remain filled from the previous summer. When the snowmelt sent torrents of melt water downstream to the upstream reservoirs, they were forced to open floodgates to save the dams. The end result was massive walls of flood water in the lower valley. Had the CoE allowed normal river flow to escape through the dams, the damage from spring flooding would not have been so severe. But they had to ensure survival of the Pallid Sturgeon and Piping Plover whatever the cost to lower valley landowners.
