Increase the taxes on the top 5% of earners put that into SS and Medicare\Medicaid and you solve that problem.

Increase the IRS's ability to audit tax cheats and you get there quicker.

Sunset some of the ridiculously expensive DOD programs and close a few bases in golf paradises like Hawaii, Florida would also be useful.
