Anytime. But let me give you an example. I won't watch a movie that Barbra STreisand is in because I can't stand her. So if someone comes here and suggests that one of her movies that I haven't seen is really good, I'll feel free to comment on the fact that she is a raging dishonest *****.
I also know that Tucker Carlson is a liar, a deceiver, and a demagogue to his unfortunate followers. So if I see someone here cite to him favorably about something I haven't seen (because I don't see anything he does anymore) I'll feel free to express my opinion about him.
If you think that's inappropriate, maybe as a moderator you should put it in the rules of the board. But if you enforced that rule, and stopped people from commenting about things about which they have no direct personal knowledge, Nick would be unhappy because most of the posts here would have to be removed, and his click-count numbers would crash.
