nobody seems to know for sure.

Some say it was only supposed to apply in 2021/2022, the year immediately after the "free" covid year when teams did not have time to account for the extra players, but now they've had time to adjust rosters as needed without screwing over new incoming scholarship players.
Others are indicating that it applies until every last 2020/21 player is gone.
