Why? Because I've sensed for awhile that there's a shift from drug enforcement to decriminalizing and focusing on treatment options.
It may take 15 more years for this to become common wisdom,
if at all, but there's a set of people who think that the 'war on drugs' hasn't worked, and that resources allocated towards drug enforcement may be better spent on prevention and treatment.
