govt bureaucracy, with a bad track record, is abolished, it does not need to be replaced with anything.
If people want the services or goods such govt bureaucracy used to haphazardly provide, then market solutions will fill the void. If people don't want the services or goods or want them in a different way, then market solutions will also provide (or not). And such market solutions do not have to be centrally devised (and, in fact, are inherently not centrally devised).
Given your adamancy that I provide details on what would replace public schools, I figured the question about the EPA was an appropriate one in return since you want to see the EPA abolished. At the very least, I hoped it would make you think.
