It did not spy, it didn't need to spy, because they have better satellite methods. The chimps know this, don't ask any questions.
They know that the balloon did not transmit or receive any information at any time from the Chinese communist government. Don't ask them how they know this, they just know.
And they know there was no reason to shoot the balloon down. They just know.
