they taxed land and property separately. It was very difficult to understand because the value of both still did not add up to the value that you would sell it for.
every other house I have owned, they put it all in one.
with what you were saying, I was more thinking of lands that were "useful" such as farm land, or for other activities thus land value could be appraised also by its perceived value, and taxed in that way.
