Maybe they want to expand their empire? Why not just take over the Continent... and control all the resources and what is left of the population.
You assume they look at the Market economy of the Globe like we do. They could easily get rid of the U.S. and totally dominate the Globe Politically economically from Pole to Pole.
Just sit off a EMP wait year for a basic extinction and then Move in, most of the infrastructure would still exist. And they could easily relocate a large portion of their pop.
