Over 30 years of criminal defense work has informed my point of view.
He's a hint: If a cop lights you up, (turns on his/her red and/or blue lights), and/or sounds the siren, (every state uses an almost identical system), the law requires the driver of a vehicle to pull over, and if the leo pulls up behind you, and walks up to your vehicle, and gives you an order, i.e., show dr lic, insurance, you have to comply. If you were seen breaking a traffic law, they might have lawful reason for further inquiry. If you are a murder suspect they might just approach with weapons drawn. There are a myriad of scenarios where they gain wider authority to become more agressive with their techniques.
