Chinese intel can gain from a balloon floating at 60,000 feet that a conventional spy satellite can't collect orbiting only a few thousand feet higher. Shooting the balloon down would potentially provide the Chinese and other nations with a pretext to shoot down our spy satellites. The U.S., Russia and China each have anti-satellite capability.
