The Big XII TV contract was likely entered into based upon certain representations. Those likely inlcuded that Texas and OU were members, etc.
Now the Big XII, Texas and OU want to change the deal. The TV network can, but doesn't have to agree to that.
The blub suggests that the parties may have been discussing reduced TV fees. I.e. the Network broadcasts the Big XII less Texas and OU for a reduced fee. Apparently, the parties couldn't agree to that new deal.
