the documents remained classified. Trump's documents had been declassified, by Trump himself. According to the Constitution, all EB power is vested in the person of the President and all EB branches, including every intelligence agency, law enforcement agency and the military serve under the President. Documents are classified by federal employees under the President's direction and control.
