I am not an expert in the field, but as we are and always have been a nation built on immigration - my view is that we make it easier, not harder.

NOW - if you want to address the CAUSES of immigration to the US coming from Central America, we look at implementing a Marshall Plan to strengthen and rebuild those nations as we did in Europe 70 some years back.
