Outside of 6-8 bowl games, bowls are meaningless now. If you can't win 8 games against FBS teams and be 500 or better in your conference, you shouldn't be in a bowl. There would be 30 eligible right now with and additional 23 teams able to win their way in this week. (this is without removing FCS wins).
One reason to reduce it to 25 bowls would be to guarantee every team profits from participation. Most bowls are financial losers for the schools and that is before you add in all the bonuses for bowl appearances paid to coaches and athletic directors. The bowls should pick up every single expense and remove any requirement for a participant to sell or buy any tickets. Expenses would include travel, hotels, ground transportation and all meals. After all those are paid a school should receive at least $1MM for participation.
