wildly inefficient and expensive, and could be done better with a single "home" venue rather than essentially recreating it from scratch every year. also if it's in one location the NFL wholly owns it rather than partnering with every local venue and laundry list of local production partners.
from that point it makes sense. there's a reason the college conference championships are held in the same place every year and the major bowls don't really change.
