the dude had a stroke a few months back and his current cognitive impairment as it relates to hearing spoken word, forming thoughts around what he heard and speaking those thoughts are out of his control.

this in itself is separate from whatever he may believe as far as policy, etc.

this doesn't mean he's a bad guy, but independent of his policy positions (which could be debated if he were capable of doing so), the job of being in the Senate requires being able to listen to and digest spoken word, form coherent thoughts around what you've heard, and be able to speak coherent responses.

He's currently incapable of doing that part of the job. Clearly.
