the problem with a plan that was designed to help keep the elderly from dying in the streets is that it is not an investment portfolio. NOT WHAT IT IS. This is not difficult.

One of the problems with the program is that the majority are taxed on it at 100% of their incomes while others only pay tax on a fraction of their income.
