Where do you get that? He's telling his followers not to be alarmed when they hear of war (b/c their hope is in their resurrection). Look at what the result of that war.
Matthew 24:9–14 (ESV) — 9 “Then they will deliver you up to tribulation and put you to death, and you will be hated by all nations for my name’s sake. 10 And then many will fall away and betray one another and hate one another. 11 And many false prophets will arise and lead many astray. 12 And because lawlessness will be increased, the love of many will grow cold. 13 But the one who endures to the end will be saved. 14 And this gospel of the kingdom will be proclaimed throughout the whole world as a testimony to all nations, and then the end will come.

If you are an old covenant Jew, then you can use Exodus and Deuteronomy to justify war (even though the old covenant law was a guardian to enslave the jew under the law and to increase their transgression UNTIL Christ came (Read up on Galatians).
Romans 12:4 has nothing to do with government.
If you meant Romans 13:4 - that has nothing to do with war, but with submitting to the Government because he can punish you if you break the law. That, and your capital punishment passage in...Genesis?... (I take it you think God's cool with polygamy, prostitution, and incest if you use Genesis as a proof text) have nothing to do with war but carrying out justice in that government's land.
I applaud you for not going on, b/c I think Trump is your equal when it comes to following Christ.
