Legislation had been passed by Congress, and no executive orders were issued from anywhere.

If there were no one in charge in Washington inflation would be at 2%, gas would cost two dollars per gallon, crime would be manageable, and the border would be secure.

We would not be in Ukraine, and the country would be in much better shape.
