The real issue with city schools that no one is allowed to discuss is how much goes to special services. The number of SPED students is unbelievable in those schools. I taught a Harmon in KCK for a few years. The number of Paras we had there was just silly. I very seldom had a class that did not include a co-teacher or a language para.
