The theft is a crime. As I understand it there are three levels of crime with stealing and possessing those documents. It is the law. Oddest thing is that that is 100% self-inflicted. He strong-armed GA SOS into "finding him the exact number of votes he would need to swing an election that he lost. That is on tape. The documents he stole were in his office drawer. The Trump Fam trial in NYC is about paper, sht ton of evidence.
