Who had motive and opportunity to sabotage the NS pipelines?

Its been a long term goal of U.S. foreign policy to prevent Germany and Russia from joining in economic ventures, which are mutually beneficial. Over the past few weeks Germany had refused to provide tanks and other weapons to the Ukraine, declined to provide additional financial assistance and began to reverse economic sanctions against Russia in order to restore Russian gas supplies through the Nord Stream pipelines. German PM Scholz has come under increasing domestic pressure to resume purchase of Russian gas before winter sets in. The sabotage of the pipelines makes this impossible.
