is that the site of the attack was within Denmark's territorial zone. The small island and the waters surrounding it were littered with underwater listening devices designed to pick up the sound of surface and subsurface naval vessels. The devices were operated by both Denmark and NATO. The saboteurs would require the cooperation of Denmark's military, as well as that of NATO's commanders. Denmark and NATO were well aware of the presence of the saboteurs. The fact that nothing has been said regarding the sonic surveillance of the area, is telling.
