Intelligence or competence to concoct and execute a scheme like that. Probably to sell them, but more likely just due to sheer stupidity. Upwards of 80% of the nefarious acts he engages in are root caused by not knowing how anything works and not understanding anything. He isn’t the evil some ascribe to him, he is just an incompetent moran trying to somehow get through each day in a world he is vastly out of his depth.
