mainly for cryptocurrency trading, in other words to exchange itself in a pyramid scheme of sorts... the other sub-1% of use is black-market activity, illegal gambling, money laundering, etc... virtually no legitimate commerce, thus nothing to concern the government at this point. In fact, I would guess they're happy to see their friends on Wall Street get rich from it.
