That this was not going to be seen by too many people, as it was not carried live by the networks. Therefore, it gave whispering Joe an opportunity to test a much much darker, angrier, hateful tone for the remainder of his administration.

Just a test, perhaps.

His brain trust, such as it is, can evaluate the reaction and decide if this is the new look or just a one off desperate attempt at redefining himself.
