student has a right to an education, and as long as they are not disrupting other students there is a place for them in my classroom. If they are choosing not to learn there is very little I, or frankly their parents can do about it. But if they are not keeping the rest of my students from learning I will not hassle them too much.
Once they cross the line and start disrupting the learning environment in my classroom I offer them a very binary choice, they can either get their shít together or they can leave my classroom. There are no other options.
Teaching 25 teenagers is not easy but it is doable. Teaching 22 while having to babysit three others is next to impossible. If your child cannot act human then I have very little sympathy for you if they are sent home.
Stories like this are always entertaining. That girl was not suspended for hugging unless she had been warned multiple times and refused to alter her behavior and I can almost guarantee the parents had been contacted about it before she was suspended. The same for the kid 'watching' the fight, he either refused to move for the adults or when they pushed their way through the crowd he said or did something.
