Is a loan in the eyes of the law. If they don't require payment in advance, or at time of service, but bill you, that bill is simply the evidence of their short-term loan.

So if Trump's company has unpaid bills from service providers, it has unpaid loans.

I realize that you don't always recognize the actual definition of words, but rather apply your own subjective meaning to them, so this might not make sense to you.
