board for decades, as all honest posters know.

at lower levels its mostly the added bureaucracy
at my grade school we had a principal, a janitor, a secretary and about half a dozen lunch ladies.
My High school added an assistant Principal.
A typical public school has that many employees just hanging out in the main office.

at the college level part of the problem is adding more and more more stupid worthless degrees and courses.
