Sure, there were some businesses that look PPP loans and did nothing but pay their employees to basically do nothing. But for many, it was a free grant to pay your employees, rent, and utilities while continuing to operate at the same or similar rate as before. Banks also made a killing with the 5% processing fees paid by the govt.
PPP and the other CARES handouts also ran cover for local govt shutdowns that probably could not have lasted but for the handouts. PPP was a bad program. I have hard time seeing the polishing of that turd.
