At least not all of them. The overwhelming majority of IRS "agents" are Revenue Agents that are not armed and cannot arrest people.
The armed part of the IRS is the Criminal Investigation division, and they are more like regular cops with guns and the power of arrest.
I have no clue how the 87k new agents breaks down. Both divisions will see increases, but it is likely the majority will be new Revenue Agents.
