depends on are they a terrorist, carrying a disease, stealing from a citizen, littering, destroying someone's property?
then are they going to be self sufficient, or get taxpayer's money. are they 20 years behind the USA in society norms? where do they fit in with education will they take more time from teachers to catch up? or as i experienced in school form gangs and be disruptive?
