Most IRS auditors are not in that division

Most IRS auditors are referred to as Revenue Agents. They are the ones that conduct the routine audits. Revenue Agents do not carry guns, nor can they arrest people.
The IRS has an entirely separate division of law enforcement referred to as Criminal Investigations. These guys are charged with investigating federal crimes related to tax evasion, like Al Capone. They can receive referrals from Revenue Agents, but that is not how most cases originate.
I do not know how the 87,000 new agents breaks down. It is reasonable to expect both divisions will see increases, but the likelihood is most of the new people will be Revenue Agents.
