are the encouragement oil companies need to explore and produce (he being Rhayworth). If drilling starts to tail off, it's because oil companies do not expect oil prices to remain high for that long. That is the driver.

While Biden's policies may ultimately exclude some federal land from exploration, it will have a negligible impact on oil price because most oil in the US is presently coming from private land. It's worth noting that Biden has also showed support for a good-sized oil development on federal land in Alaska that environmentalists have been trying to shut down for several years.
