Because:
1. they don't know the issues well enough to take them on.
2. even if they did know the issues they'd lose the debate because their 'policies' are not only indefensible, they are often simply bizarre
And that itself is not ad hominem, that's the actual operating condition of almost every liberal you come across anywhere...
