In my mind, and I guess what I'm arguing is the reasoning

behind drawing the conclusion. For example, I could claim that the government of China controlling the resources of Taiwan is bad because having any government in control of that much of a particular resource is undesirable. I could also claim that China controlling the resources of Taiwan is because they are my enemy. Which one is propaganda? They both come to the same conclusion, but one is more likely to be built on propaganda.

Please explain why this message is being reported.
