He does stupid things. He has always done that. That fist-pump was the epitome of stupid. But 50 year old Biden would have made the same mistake.
He appears to stumble verbally. He is recovers from Stuttering and will change the structure of sentences mid-stream to avoid words difficult for a stutterer. Fact Jack. In his late 70s, his verbal dexterity to pull that off seamlessly isn't there.
That is not "significant cognitive decline. Again, I don't spend time watching the guy. We hired him to remove Trump from office. He did his job. He also got us out of Afghan and were it not for Manchin, we could get a look at what his policies might do.
