arbitrary in deciding who will be stopped and frisked. I have seen much more aggression being taken by those in the area of the capitol with absolutely nothing being done.

A guy filming himself and laughing is in fact quite benign compared to some things. Even, perhaps, a leader of the Senate screaming that 2 Justices of the Supreme Court will "reap the whirlwind" for their actions. If that is not worthy of a stop a frisk, nothing this guy did comes close.
